To ensure accessibility of IITE web resources for various groups of users including those with special needs, IITE in cooperation with the ReadSpeaker enterprise have launched a new web-service that provides instant audio version of IITE online content by means of speech-enabling application. The UNESCO Institute for Information Technologies in Education (UNESCO IITE) in close partnership with the Saint-Petersburg State University of Aerospace Instrumentation (SUAI) and UNESCO Chair “Distance Education in Engineering” of SUAI (St.-Petersburg, Russian Federation) organized an International Conference of the UNESCO IITE and UNITWIN/UNESCO Chairs “UNESCO Chairs Partnership on ICTs use in Education”. The Conference took place in Saint-Petersburg, Russian Federation within the XIII International Forum «Modern information society formation – problems, perspectives, innovation approaches» on 5 – 10 September 2012 on the board of the cruise ship «Vissarion Belinsky». The paper on UNESCO IITE project “UNESCO IITE in Non-English-Speaking Countries” was published in the Proceedings of the All-Russian Scientific and Methodological Conference TELEMATICA – 2012 that was held on June 25 – 28 in St. Petersburg by the State Institute of Information Technologies and Telecommunications INFORMIKA and the National Research University of Information Technologies, Mechanics and Optics. IITE co-organized and participated in the international conference “Media and Information Literacy (MIL) for Knowledge Societies” that took place in Moscow on June 24-28, 2012. The conference was held within the chairmanship of Russia in the Intergovernmental Council of UNESCO Information for All Programme and was a contribution of Russia to the implementation of the Strategic Plan of the Programme. The 2012 World Open Educational Resources Congress was held on June 20-22, 2012 at the UNESCO Headquarters in Paris, France. Organized in cooperation with the Commonwealth of Learning (COL), the Congress aimed to influence educational policies worldwide and to encourage governments to support the development and use of open educational resources. A new survey “Educational Portals and Open Educational Resources in the Russian Federation” (authors: Alexey Sigalov and Alexey Skuratov) has been published by IITE. The book provides an up-to-date survey of the current level of development of educational materials and repositories of educational resources in Russia. In June 2012, the Commonwealth of Learning (COL) and UNESCO published the monograph “Open Educational Resources and Change in Higher Education: Reflections from Practice”. The monograph includes the chapter “Introducing the Opportunities and Challenges of OER: The Case of the Commonwealth of Independent States and the Baltic” authored by Dendev Badarch and Svetlana Knyazeva (UNESCO Institute for Information Technologies in Education) and Andy Lane (the Open University UK).
