The methodological approach proposed in this document explains the most important stages of the UNESCO ICT-CFT adaptation process; suggests guidelines to determine the appropriate strategies and policies for the development of ICTs in education and for the professional development of educators; and identifies the resources needed for the successful implementation of the ICT-CFT to the local context. On October, 18th, 2013 UNESCO IITE participated in the International round table "UNESCO International Educational Projects As a Mechanism of New Approaches to the Content of Education", which was organized in the framework of the Kiev’s Days of Education in Moscow (at the secondary school #480 n.a. Viktor Talalikhin) under the auspices of Moscow Department of Education. On 8-11 October 2013 IITE took part in the Second International Conference “Global Warming and the Human-Nature Dimensions in Siberia: Social Adaptation to the Changes of the Terrestrial Ecosystem, with an Emphasis on Water Environment” held in Yakutsk (Sakha (Yakutiya) Republic). The ICT Competency Framework for Teachers (UNESCO ICT-CFT)were developed in 2008 and improved in 2011 by the UNESCO cross-sectoral working group based on consultations with experts in the field from all world regions. The aim of the Framework is to support the UNESCO Member States in developing national (regional) policy on teachers’ ICT competence and establishing the standards in this field. The Framework has been enriched using feedback from experts and users worldwide, and has been translated into the several languages, including Russian. The Russian version of ICT-CFT was developed by the UNESCO Institute for Information Technologies in Education (IITE) in cooperation with national experts from the Russian Federation and was officially presented in December 2011. On the eve of the International Teachers' Day in the Republic of Sakha (Yakutia) there were summed up the results of the competition "The best teacher on ICT application in teaching practice”, held upon the IITE initiative and in partnership with the Ministry of Education of the Republic of Sakha (Yakutia) and the Republican teacher training institute, under the name of Donskoy-II. On September 20, 2013 the first event out of the series of open workshops “Ideas. Technology. Education” held by UNESCO IITE in cooperation with Independent Nonprofit Organization “E-Learning for Nanotech Industry (eNano)” , designer of innovative branch educational resources and coordinator of programme “Development of system of e-Learning”, took place at ROSNANO. The Fourteenth session of the IITE Governing Board was held in Moscow at the Marriot Courtyard Hotel on 13-14 September 2013. Director-General of UNESCO was represented by Mr. Svein Osttveit, UNESCO Director of the Executive Office of Education Sector (EO/ED). Also the guests of honour attended the session: Mr. Amir Bilaletdinov, Deputy Secretary-General of the Commission of the Russian Federation for UNESCO and Dr. Evgeniy Ugrinovich, Head of the International Department of the Ministry of Education and Sciences of the Russian Federation. On September 13, 2013, in the framework of the annual session of the UNESCO IITE Governing Board, a meeting was held at the Ministry of Education and Science of the Russian Federation. The agenda of the meeting was focused on discussion of the project on promotion of e-learning in the CIS countries though dissemination of massive open online courses (MOOCs). The UNESCO IITE International Master Programme “ICT in Teacher Professional Development” has been out of print. This is an educational programme for Master’s Degree in “Pedagogy” (code 050100). This is a new edition of the book prepared by the international experts – Mr Bent B. Andresen (Danish University of Education, Denmark) and Ms Katja van den Brink (University of Landau, Germany) – that was initially issued by UNESCO IITE in 2001.
