The UNESCO Institute for Information Technologies in Education (UNESCO IITE) has uploaded the Russian version of the "Open Educational Resources (OER) Country Policy Development Template" (joint translation project with ABBYY LS) to its website.
This document was presented together with the Guidelines for Open Educational Resources (OER) in Higher Education at the World Open Education Resourses Congress, which was held on 20-22 June 2012 at the UNESCO Headquarters in Paris (France). The Congress adopted the OER Declaration.
"The Open Education Resources (OER) Country Policy Development Template" provides useful practical guidelines for developers of national policies and strategies in the field of OER, particularly on the issues related to intellectual property rights and licensing, the development of curricula and materials, selection and acquisition of content and formats. In addition, it highlights the financial aspects and approaches supporting quality assurance for open content.
