Call for Proposals
UNESCO Institute for Information Technologies in Education (UNESCO IITE) invites qualified individual consultants to support the implementation of the educational social media project “DVOR” in 2026.
DVOR is a youth-oriented digital platform operating on VK and Telegram (with additional web presence). The platform provides adolescents and young people with reliable, rights-based and evidence-informed information on HIV prevention, health, relationships, gender equality, and well-being.
In 2026, UNESCO IITE seeks to engage four consultants to strengthen strategic communication, editorial production, content publishing, moderation, and performance monitoring.
1. Communication and Audience Engagement Strategy Consultant
The consultant will:

Update the DVOR communication strategy and develop a 2026 development plan;
-
Refine tone-of-voice and positioning guidelines;
-
Conduct audience analysis for VK and Telegram;
-
Coordinate monthly content planning;
-
Monitor performance indicators and recommend data-driven improvements;
-
Develop audience polls and interactive feedback mechanisms;
-
Produce periodic analytical reports and a consolidated annual summary.
This role focuses on strategic positioning, engagement optimization and performance evaluation.
2. Editorial Content Development Consultant
The consultant will:

Assist in drafting, editing and proofreading content;
-
Contribute to preparation of at least 90 posts per month, including educational and interactive formats;
-
Develop tests, surveys, and quizzes;
-
Conduct research and ensure scientific accuracy of materials;
-
Liaise with experts and external contributors;
-
Support scripting and editing of audio-visual content;
-
Provide periodic activity reports.
This role focuses on content creation, editorial quality assurance and educational accuracy.
3. Publishing, Moderation and Social Media Performance Consultant
The consultant will:

Administer DVOR social media pages;
-
Prepare, design and publish content according to approved monthly plans;
-
Conduct moderation and community management;
-
Monitor engagement and respond to audience feedback;
-
Ensure achievement of defined reach and growth benchmarks;
-
Conduct regular audience polls;
-
Compile structured analytical performance reports, including reach, engagement and follower growth.
This role focuses on operational publishing, moderation and measurable digital performance.
4. Publishing Strategy and Editorial Lead (Website and Platforms)
The consultant will:

Develop publishing strategy and thematic framework;
-
Prepare monthly editorial plans for social media and DVOR website;
-
Coordinate work with authors, illustrators and external consultants;
-
Ensure publication of high-quality educational content, including interactive formats;
-
Oversee scripting and editorial preparation of visual and video materials;
-
Ensure cross-channel content adaptation;
-
Submit structured activity reports, including engagement analysis.
This role focuses on strategic editorial leadership and cross-platform content coherence.
Duration
Assignments will cover the period from March 2026 to December 2026, structured into reporting periods as defined in the respective Terms of Reference.
Required Qualifications
Applicants should demonstrate:

Proven experience in digital communication, editorial management, or social media administration;

Experience in youth-focused educational or health content;
-
Familiarity with rights-based and gender-responsive approaches;
-
Strong analytical skills (for strategy and SMM roles);
-
Excellent Russian-language writing skills;
-
Experience working with international organizations is an asset.
