The report was developed within the project “AI Capacity Building in Arabic-Speaking Countries and Promoting ICT Education in Central Asia” implemented by the UNESCO Institute for Information Technologies in Education and Huawei Technologies.
The report provides an overview of Tajikistan’s socio-economic context and digital landscape by outlining the government’s commitment to the development of the national economy through increasing the capacity of the ICT sector. The publication presents an in-depth analysis of Tajikistan’s digital transformation efforts, the challenges faced by education and labour markets, as well as the pathways for building a digitally capable workforce. It aims to inform government bodies, educators and private sector actors in their efforts to strengthen the country’s digital economy and innovation capacity.
The study examines legal frameworks supporting e-commerce, data protection and digital innovation, and addresses challenges related to regulatory capacity and policy implementation. It discusses the progress in expanding digital connectivity and fostering a digital business environment, analyses educational reforms initiated in response to the growing demand for digitally skilled workforce, and reviews Tajikistan’s emerging contribution to scientific research, particularly in computer science and artificial intelligence. The Conclusions and Recommendations section provides a concise summary of achievements and challenges and presents specific recommendations to address existing issues, enhance national digital capacities and promote innovation.
The publication is part of a broader series of insight reports on ICT skills development that intend to support the digital transformation of national economies and strengthen the capacities of UNESCO Member States through ICT talent development towards the achievement of the Sustainable Development Goal 4.
