ICT Skills Development in the Kyrgyz Republic: Insight Report with Recommendations

The insight report is published as part of a series of publications developed within the project “Al Capacity Building in Arabic-Speaking Countries and Promoting ICT Education in Central Asia” jointly implemented by the UNESCO Institute for Information Technologies in Education and Huawei Technologies.

The report examines the state of the art and perspectives of ICT skills development in the Kyrgyz Republic and provides an overview of the country’s ICT ecosystem and policy landscape, with a focus on education and the labour market.

The publication highlights Kyrgyzstan’s strategic vision towards digital transformation through intensified legislative activities aimed at encouraging ICT integration across sectors, supporting the adoption of new technologies and developing digital competencies. It also describes the digital ecosystem, outlines the evolution of the IT market and ICT industry and provides examples of digitalisation in various sectors of the national economy, including digital finance and banking, the corporate sector and e-commerce.

The report considers the issues related to ICT capacity building and human capital development from the perspectives of higher education and TVET, the IT labour market and the demand for ICT talent development. It provides an overview of various educational initiatives and programmes implemented to enhance ICT skills.

Conclusions and Recommendations section consolidates the research findings, outlines the challenges that the country encounters, and articulates recommendations for the effective implementation of reforms in the development of ICT skills in Kyrgyzstan.
