ICT Skills Development in Georgia: Insight Report with Recommendations

A series of insight reports was produced within the project “Al Capacity Building in Arabic-Speaking Countries and Promoting ICT Education in Central Asia” implemented by the UNESCO Institute for Information Technologies in Education with the support of Huawei Technologies.

The insight report provides an overview of national strategies and legislative documents, aimed at establishing a sustainable digital ecosystem, fostering the development of human capital and ICT skills and promoting innovation. It examines Georgia’s initiatives focused on ICT infrastructure building, explores the rapid expansion of ICT sector, as well as IT labour market, including the employment within the sector, tax incentives and startup support.

The study outlines the assessment of ICT skills among youth and adults. Particular attention is given to the relevance of vocational education to the labour market, offered ICT programmes in higher education, as well as inclusive education and lifelong learning initiatives for strengthening ICT competencies.

Achievements and key challenges faced by Georgia are summarized in conclusion. The recommendations are suggested to implement professional training programmes for youth and adults, to foster the development of digital skills, to enhance digital infrastructure, academia-industry collaboration and Georgia’s competitiveness.
