The publication ICT Skills Development in the Republic of Azerbaijan: Insight Report with Recommendations was developed by UNESCO IITE in partnership with Huawei Technologies within the framework of the joint project AI Capacity Building in Arabic-Speaking Countries and Promoting ICT Education in Central Asia.
The report examines Azerbaijan’s efforts to foster the development of a digitally empowered society that contributes to economic diversification, innovation and inclusive growth. Designed to support policymakers and stakeholders, the publication complements broader national efforts to promote equitable access to digital skills, improve workforce readiness and align education systems with evolving labour market needs.
The insight report opens with an overview of Azerbaijan’s demographic and economic context and reviews the national policy framework for digital transformation. It explores the development of ICT infrastructure, corporate digitalisation, the ICT industry, e-government services, digital finance and e-commerce. Special attention is given to education and human capital development, including trends in tertiary education, gender parity in ICT and STEM fields, digital literacy and the quality of higher education and technical and vocational education and training. The publication outlines research and development activities and AI readiness. It highlights achievements and challenges in the country’s digital development. The report concludes with recommendations aimed at enhancing Azerbaijan’s digital capabilities, addressing skills gaps and fostering a more inclusive and resilient digital future.
The publication is part of a broader series of insight reports on ICT skills development that intend to support the digital transformation of national economies and strengthen the capacities of UNESCO Member States through ICT talent development towards the achievement of the Sustainable Development Goal 4.
