ICT Skills Development in the Republic of Armenia: Insight Report with Recommendations

The report was developed within the project “AI Capacity Building in Arabic-Speaking Countries and Promoting ICT Education in Central Asia” implemented by the UNESCO Institute for Information Technologies in Education and Huawei Technologies.

The publication presents Armenia’s digital transformation agenda and the government efforts to position the country as a regional technology hub. The insight report examines the progress that the country has made in advancing e-governance, considering digital government as a central pillar of its digital transformation agenda. It also explores the economic transformation and remarkable ICT sector growth, reinforced by targeted government support, tax incentives and international collaboration.

An overview of ICT-related programmes in TVET centres and higher education institutions is presented, as well as some examples of universities’ partnership with IT companies and non-formal initiatives aimed at enhancing ICT skills among the population. Additionally, the study recaps existing challenges related to quality assurance, the labour market relevance of the TVET sector and the international visibility of Armenian universities. The report concludes with recommendations for implementing effective reforms at the national and institutional levels in ICT skills development.
