2026 GSE Annual Report: Smart Education Around the World. Partners’ Perspectives from Seven Regional Reports

Today, the rapid development of artificial intelligence presents both new opportunities and new responsibilities for education systems. The question is no longer whether AI will influence education, but how it can be harnessed to expand learning opportunities while preserving the human values at the heart of education.

This report examines that question through the lens of Smart Education. Our understanding of Smart Education goes beyond the adoption of digital technologies or AI tools alone. It refers to an approach that thoughtfully integrates pedagogy, governance and technology to create learning systems that are more responsive to the diverse needs of learners, teachers and societies. Smart Education places educational purpose at the centre, ensuring that technology serves learning, strengthens human capabilities and contributes to sustainable development.

Across seven regions of the world, this report explores how countries are integrating AI and digital technologies within diverse educational, social and economic contexts. For some, Smart Education is reflected in national digital platforms serving millions of learners; for others, it is about maintaining learning in fragile environments or supporting teachers with new tools. Together, these experiences demonstrate that there is no single pathway to Smart Education, but there are shared aspirations and common lessons.
