Ms. Ksenia Trinchenko was appointed as Director of the Department for International Cooperation, Ministry of Science and Higher Education of the Russian Federation in April 2023. Her work experience includes:
2021-2023 – Consultant in the Secretariat of the Vice Chair of the Security Council of the Russian Federation;
2018-2021 – Head of the Division for Multilateral Cooperation and International Organizations, Department for International Cooperation, Ministry of Science and Higher Education of the Russian Federation;
2013-2018 – Chief specialist expert, Consultant, Deputy Head, Head of the Division for Multilateral Cooperation and International Organizations, Ministry of Education
and Science of the Russian Federation;
2010-2013 – economist in the Division for Financial Planning and Off-budget Activity, Federal State Budgetary Institution “All-Russian Institute for Research of Civil Defense of the Emergencies Ministry of Russia” (the Federal Science and High Technology Center).
Ms. Trinchenko graduated from Kutafin Moscow State Law University, has a PhD degree and diploma with distinction and qualification “Lawyer”. Her academic degrees include: Candidate of legal sciences, specialty – Civil law, Family law, Business law, Private international law.
Ms. Trinchenko has extensive professional experience in preparation to high-level international meetings; preparation of draft reports to the President of the Russian Federation; negotiations with foreign partners, preparation to signing international intergovernmental agreements on accedence/cooperation with foreign states and international intergovernmental organizations, among which are:
- Protocol to the Convention of 16 December 1988 on Building and Exploiting the European Synchrotron Radiation Facility;
- Agreement between the Government of the Russian Federation and the European Organisation for Nuclear Research (CERN) on Research and Technical Cooperation in High Energy Physics and Other Fields of Mutual Interest and a Protocol to it;
- Participation of the Russian Federation in the Mediterranean Science Commission;
- Memorandum on Cooperation in Science, Technology and Innovation between the Governments of Russia, Brazil, India, China and South Africa.
She was also involved in negotiations with foreign partners, preparation to signing bilateral agreements on recognition education and qualifications with France, Slovakia, Nicaragua, Eritrea, Spain, Monaco.
Ms. Trinchenko had participated in the sessions of working bodies of international organizations and multilateral associations in the field of science and education, including BRICS, Shanghai Cooperation Organization, APEC, UNESCO, ASEAN, JINR, OSCE, BSEC, Council of Europe, EU, Nordic Council of Ministers, Hague Conference on Private International Law, OECD, United Nations Development Programme, G20, United Nations Permanent Forum on Indigenous Issues. She was involved in transfer of Russian contributions to the budget of international organizations. In accordance with the decrees of the Government of the Russian Federation, Ms. Trinchenko was included in the official Russian delegations and participated in the sessions on protection Russian reports concerning implementation of international treaties in the committees of the UN Office of the High Commissioner for Human Rights.
