On 1 December 2015, the Scientific Advisory Board of the Chairperson of the Council of the Federation, Ms Valentina Matviyenko, held its session on “External and Internal Migration Problems of Russia”. UNESСO IITE Officer-in-Charge prof. Alexander Khoroshilov participated in the session together with members of the Council of the Federation, representatives of different ministries, institutions and federal subjects of the Russian Federation, scientific and professional community. The problem of migration is currently one of the most important and urgent issues in the world. The global society and particularly the European society hardly withstand the burden related to the housing of the internally displaced persons and the maintenance of order that comes as a consequence of the problem. Borders are closing, defensive walls are hastily being built, new strict rules of acceptance of refugees are being implemented. In this context, there is a number of issues related to training, retraining and professional development of immigrants and migrant workers, including the use of ICT in adult education programmes. Following the discussion, the participants of the session of the Scientific Advisory Board adopted a draft resolution, which reflected UNESCO IITE proposals on the feasibility of organizsing an adult education system for migrant workers (especially for those wishing to obtain a temporary residence or residence permit) in order to ensure their social adaptation to new conditions as well as opportunities to use appropriate electronic services of the federal and regional levels.
