UNESCO IITE invites legally registered service providers to submit proposals for delivering technical services for the next development phase of the Oilo chatbot system. The Oilo-for-Students chatbot aims to support university students across Kyrgyzstan with accessible, expert-verified information on health, well-being, academic life, and interpersonal relationships.
The selected provider will carry out tasks including:
- Enabling the chatbot to recognize and process diverse user inputs, including:
- short voice messages,
- video messages (including video “bubbles”),
- video files, and
- text-based attachments (e.g., .docx, .pdf).
- Integrating real-time voice interaction (“Talk to Oilo”) and implementing natural-sounding voice output using text-to-speech (TTS) technology in Russian and Kyrgyz.
- Improving the contextual accuracy and quality of chatbot responses using advanced prompting logic.
- Implementing proactive dialogue strategies, ensuring that chatbot responses end with questions or calls to action to promote engagement.
- Developing a Daily Emotional Check-In dashboard, allowing users to track their feelings about the past, present, and future using a simple sliding scale.
- Setting up push notification functionality to prompt periodic user engagement with the chatbot.
- Implementing a dual-response logic, ensuring that sensitive topics (e.g., mental or reproductive health) are strictly answered from a curated knowledge base, while general topics can be handled using large language models with safety controls.
- Refactoring the chatbot codebase in Python, optimizing it for maintainability, scalability, and ease of future improvements.
- Integrating short-term session memory and basic risk phrase detection, enabling more coherent conversations and early identification of potentially distressing user inputs.
- Supporting minimal customization per university, including embedded links to local student services and optional visual or brand adjustments.
- Deploying the final chatbot system in the designated hosting environment and submitting a complete technical report and user-friendly documentation.

- A brief company profile
- (Optional) A portfolio of relevant past work
