The UNESCO Institute for Information Technologies in Education (UNESCO IITE) is seeking an expert to elaborate a report on the state-of-the-art and perspectives of the development of ICT skills in nine selected countries. The activity is conducted within the project “Al Capacity Building in Arabic-speaking Countries and Promoting ICT Education in Central Asia” implemented jointly by UNESCO IITE and Huawei to strengthen the national capacity of the countries of Central Asia and Caucasus, as well as Mongolia, to contribute to the enhancement of the quality of higher education and TVET to meet labour market demands and to support digital transformation of the national economies and further development of ICT skills strategies in the nine selected countries: Kazakhstan, Uzbekistan, Kyrgyzstan, Mongolia, Tajikistan, Armenia, Azerbaijan, Georgia, Turkmenistan.
In line with the objectives, the Statistical Expert shall:
- Develop a detailed workplan, methodology of desk research, data collection and analysis.
- Conduct desk research, collect and analyse data on ICT skills and ICT labour market in the selected countries based on Huawei ICT Skills Index, using various sources, including Government AI Readiness Index, the Global Talent Competitiveness Index, Global Innovation Index, Network Readiness Index, Meltwater Digital, QS World University Rankings, Legatum Prosperity Index, the Global Economy, World Economic Forum, Executive Opinion Survey – the Global Talent Competitiveness Index, etc., as well as the databases of UNCTAD, UNDP, UN Department of Economic and Social Affairs, UNESCO Institute of Statistics, World Bank, World Development Indicators, Science and Engineering Indicators, etc. In addition, the data from the Global Inclusive Internet Index, E-Government Development Index and E-Participation Index shall be explored.
- Verify statistical data used in the country reports developed by national experts for: Kazakhstan, Uzbekistan, Kyrgyzstan, Mongolia, Tajikistan, Armenia and Azerbaijan.
- Develop the brief reports based on the educational statists for each of the nine countries and a summary report for the nine countries with a focus on digital infrastructure, ICT skills and talent development system, market demand and employment opportunities for IT specialists.
Deliverables and timeframes:
- Detailed workplan (one week upon contract signature).
- Methodology of desk research, data collection and analysis (two weeks upon contract signature).
- Draft brief reports for nine countries (two months upon contract signature).
- Feedback upon verification of statistical data used in the country reports developed by national experts for: Kazakhstan, Uzbekistan, Kyrgyzstan, Mongolia, Tajikistan, Armenia and Azerbaijan (third and fifth months upon contract signature).
- Final versions of the brief reports for nine countries (one month upon the receipt of UNESCO IITE feedback for finalisation of the report).
- Draft summary report for the nine countries (seven months upon contract signature).
- Final version of the summary report for nine countries (one month upon the receipt of UNESCO IITE feedback for finalisation of the report).
Candidate profile
- Advanced university degree (PhD or equivalent) in the field of education, sociology, statistics, or a related field.
- Proven experience in conducting statistical research in education, ICT skills and ICT labour market and comparative analysis of educational data.
- Strong data processing and data analysis skills.
- Proven capacity to produce high-quality reports.
- Excellent skills of effective interpersonal communication (written and oral).
