UNESCO Institute for Information Technologies in Education (UNESCO IITE) and Shanghai Open University (SOU) jointly implement the project “Promoting ICT Capacity Building and Open Education in the Era of Artificial Intelligence and Digital Technologies”. The project has achieved multiple outcomes in research and practice through cooperation of both parties in 2021-24. In order to reinforce the project outcomes already in place, UNESCO IITE and SOU are committed to further broadening joint research coverage and areas and enhancing teachers’ digital technology competencies and advocating for the utilization of WEB 3.0 technologies, including immersive experiences, blockchain and generative AI in the realm of education and instructional design. In 2025 the goal is to include more diverse and rich assessment tools to enhance the overall guidance provided to teachers. To reach this goal UNESCO IITE is looking for an individual consultant, being able in close cooperation with UNESCO IITE and SOU teams to develop scenarios and content of an online tool to assess teachers’ level of digital competencies.
In particular, the consultant shall carry out the following tasks:
- Develop an analytical essay (minimum 10 pages, font – Calibri; font size – 12; line space – 1.5) of online tools aimed at assessment of teachers’ level of digital competencies can be developed in Generative AI era. Provide examples of existing tools. Submit to UNESCO IITE by July 11, 2025.
- Develop an outline of the proposed online assessment tool, reflecting UNESCO AI competencies framework and submit it to UNESCO IITE by July 25, 2025. The outline of the assessment tool should include the structure of all levels and description of its components and formats to present the content and ensure logical transition of the resources and activities of the tool.
- Develop full description of the tools’ overall layout, flow and functionality (assessment pathways, certification process etc.). The tool’s description should have a strong visual design including videos, infographics, etc. with a focus on key user interface and user experience interfaces. The proposed description should include formulation of the automatically produced report which will act as a catalyst to improve teacher quality, promote inclusion, and enhance equity across UNESCO Member States. Designed description of the assessment tool should be submitted to UNESCO IITE by August 20, 2025 and include an outline of its components, such as questions of the online surveys, forms of the reports to be generated automatically based on the gathered data and operations specifications.
- Develop requirements regarding the materials to be used for the assessment tool, including the format and volume of files, technical specification and mode of multimedia. Submit requirements to UNESCO IITE by August 20, 2025.
- The consultant shall make changes based on the feedback provided and submit the final versions of the deliverables mentioned in items 1,2, 3 and 4 to UNESCO IITE by September 15, 2025.
- During the contract period, participate in the online working meetings with the IITE – SOU project team as well as written responses to the questions.
The deliverables must be prepared in full compliance with the UNESCO Style Manual for the presentation of English-language texts: http://unesdoc.unesco.org/images/0014/001418/141812e.pdf, and in a tone that is reader-friendly for its intended audience, i.e., educators and policymakers.
The format of images: JPEG, PNG, SVG. Image resolution should be not less than 4000×3000 pixels.
The format of videos: MPEG-4/H.264. Video recording should be carried out with a maximum level of quality, in full HD 1080p (minimum) or UHD 4K (desired).
Candidate specification:
The prospective candidate should
- hold an advanced university degree (Master or equivalent) in Education or Social Sciences,
- have a proven record of desktop research in the area of education, no less than 5 years of relevant experience,
- Knowledge of the relevant educational platforms/ online assessment tools.
- Proven experience of working on digital (open) educational resources.
- Ability to communicate and work in English with strong management skills.
