Call for consultancy: development of an analytical report with recommendations on ICT skills development for Kyrgyzstan

The UNESCO Institute for Information Technologies in Education (UNESCO IITE) is seeking a national consultant to elaborate an analytical report on the state-of-the-art and perspectives of the development of ICT skills for Kyrgyzstan. The activity is conducted within the project “Al Capacity Building in Arabic-speaking Countries and Promoting ICT Education in Central Asia” implemented jointly by UNESCO IITE and Huawei to strengthen the national capacity of Kyrgyzstan and other Central Asia countries through ICT talent development for the achievement of the Sustainable Development Goal 4 “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”.

Recognizing the vital significance of ICT for social development and sustainable economic growth, the specific objectives of this activity are to contribute to the enhancement of the quality of higher education and TVET to meet labour market demands and to support digital transformation of the national economy of Kyrgyzstan and further development of ICT skills strategy.

In line with the objectives, the Individual Consultant shall:

  1. Develop a detailed workplan, methodology of desk research, data collection and analysis.
  2. Conduct desk research, data collection and analysis on ICT skills and ICT labour market in Kyrgyzstan based on Huawei ICT Skills Index, using, but not limited to, the following data sources: Government AI Readiness Index, the Global Talent Competitiveness Index, Global Innovation Index, Network Readiness Index, Meltwater Digital, QS World University Rankings, the Global Economy, World Economic Forum, Executive Opinion Survey – the Global Talent Competitiveness Index, etc., as well as the databases of UNCTAD, UNDP, UN Department of Economic and Social Affairs, UNESCO Institute of Statistics, World Bank, World Development Indicators, Science and Engineering Indicators, etc. In addition, the data from the Global Inclusive Internet Index, E-Government Development Index and E-Participation Index shall be explored. The data available from national ministries and agencies in charge of education, labour, innovation and ICT shall be collected and analysed to study the local context and challenges.
  3. Develop the analytical report (at least 30 pages) with recommendations for Kyrgyzstan covering the local digital infrastructure, ICT talent development and employment context for decision-makers at the national and institutional level.
Deliverables (to be prepared in English) and timeframes:
  • Detailed workplan (one week upon contract signature).
  • Methodology of desk research, data collection and analysis (two weeks upon contract signature).
  • Draft analytical report (two months upon contract signature).
  • Final version of the analytical report (one month upon the receipt of UNESCO IITE feedback for finalisation of the report).
Candidate profile
  • Advanced university degree (Master’s or PhD) in the field of education, social sciences, pedagogy, or a related field.
  • At least 5 years of relevant professional experience.
  • Proven experience in conducting research in education, ICT skills and ICT labour market using national and international data.
  • Strong data processing and data analysis skills.
  • Proven capacity to produce high-quality analytical reports.
  • English-language proficiency: B2, C1 or C2.
