Call for an individual consultant to carry out the Research and Practical Design in “Digital transformation of educational approaches through ICT- and AI-enhanced models is promoted”

Terms of Reference

UNESCO Institute for Information Technologies in Education (UNESCO IITE) and Shanghai Open University (SOU) jointly implement the project “Promoting ICT Capacity Building and Open Education in the Era of Artificial Intelligence and Digital Technologies”.  In particular, the Teacher Professional Development and Networking (TPDN) Unit shall contribute to Project activity: “Digital transformation of educational approaches through ICT- and AI-enhanced models is promoted”.

Within this activity, an online 5-module training course in English “AI and digital education innovation for teacher development” for mainstreaming of AI and digital innovation was developed to support education. After trial period and completion of the “Analytic report on ‘Artificial Intelligence and Digital Education Innovations for Teacher Development’ Training Course” the new task was identified: to enrich the existing course materials to “AI and advanced digital innovations in the field of Education” for Shanghai-related audience. The draft video part of five Expert Lectures of this course was provided by SOU.

For further following this new Project activity focus, UNESCO IITE is looking for the expert – Individual Specialist (Contractor) to carry out the following tasks:

  1. Develop two application cases in a video format for each of two latest technology applications of Metaverse and ChatGPT  for existing Module 5  “Current and Future Innovation Integration Strategies for Artificial Intelligence and Digital Education” (a total of 4 videos) of the training course “AI and advanced digital innovations in the field of Education”.
  • The cases should include learning needs, theoretical basis, technical environment, learning design steps, effect analysis and future application suggestions. More detailed text materials of videos (transcription) should also be provided.
  • The video files should include high-quality graphic images, audio elements, appropriate background, and subtitles in the English language. The minimum length of the video should be no less than 10 minutes, and the maximum length of each video should not exceed 15 minutes. The format of videos: MPEG-4/H.264. Video recording should be carried out with a maximum level of quality, in full HD 1080p (minimum) or UHD 4K (desired), and optimized for mobile devices. Subtitle files should be provided separately in SRT format.

The video and text materials shall be submitted to UNESCO IITE for consideration by October 1, 2023. The Contractor shall make changes based on the feedback provided and deliver the final version of the videos to UNESCO IITE by October 20, 2023.

  1. Provide the final versions of instructional guidelines based on four existing training course modules: (1) Educational Artificial Intelligence: Simulation, Immersion and Gamification, (2) AI in Education: Data Analysis and Data Mining, (3) Educational AI Ethics and (4) Current and Future Innovation Integration Strategies for Artificial Intelligence and Digital Education. The final versions should meet the examples and requirements, provided by SOU. (For example, learning needs, theoretical basis, technical environment, learning design steps, effect analysis and future application suggestions). The finalized materials shall be submitted to UNESCO IITE no later than October 20, 2023.
  2. 3. Develop an evaluation framework for training courses with the aim to certify every participant in completion of every module. In particular: expand twice the test question bank based on the course content and the original test questions to develop micro-competency evaluation structure after each module of the training course and overall final evaluation structure after completing the entire course. The finalized materials in the form of comparative table consisting of old questions and new questions shall be submitted to UNESCO IITE no later than October 20, 2023.
  3. Recommend five open-source AI teaching tools for teachers to practice. To do so provide a five-pages Instructional guidelines in case study form. The finalized materials shall be submitted to UNESCO IITE no later than October 20, 2023.
  4. Prepare a two-page final narrative report on the implemented activities and submit it to UNESCO IITE by November 10, 2023.

Submission requirement for deliverables

The language of all deliverables is English.

Qualification requirements for the potential candidate 

  • Advanced university degree (Master’s or higher degree) in educational technology, teacher education, social sciences, or related field;
  • Background in particular related to AI in pedagogical design, online shared  learning and the new ICT in education trends approaches;
  • Ability to communicate and work in English with strong management skills.
