Call for an individual consultant to carry out the Best Practice Analysis and Research in “Improving teachers’ digital technology competencies, including intelligent educational literacy”

Terms of Reference

UNESCO Institute for Information Technologies in Education (UNESCO IITE) and Shanghai Open University (SOU) jointly implement the project “Promoting ICT Capacity Building and Open Education in the Era of Artificial Intelligence and Digital Technologies”.  In particular, the Teacher Professional Development and Networking (TPDN) Unit shall contribute to Project activity: “Improving teachers’ digital technology competencies, including intelligent educational literacy”.

The goal is to find, analyze and share for the better use and dissemination the advanced examples of the AI application in teaching and learning to leverage the advancements of the up-to-date intelligent educational practice and to develop the framework for one micro-credential surrounding course “Human-computer collaborative intelligent teaching models”. To reach this goal UNESCO IITE is looking for an individual consultant, being able in close cooperation with UNESCO IITE and SOU teams, to carry out the Collection of advanced examples of AI application in teaching and learning (from at least 15 countries) and prepare Analytical report on the use of AI for teaching and learning, including the overview and comparison of examples and conclusion (minimum 30 pages) for further publication.

In particular, the Contractor shall carry out the following tasks:

  1. Select and gather background and contact information on participants of focus group discussions, interviews, and publications authors on the best experiences from the developed regions around the world (at least 15 different countries cases in number and covering Europe, America, Australia, Asia, in particular Shanghai) on intelligent education literacy. Prepare and submit the list of informants’ contacts, including positions, places of work and rationale for informant/participant selection, to UNESCO IITE by June 7, 2024. If make changes in the draft version based on the feedback provided by UNESCO IITE and SOU, submit the finalized list mentioned above to UNESCO IITE by June 12, 2024.
  2. Develop a timeframe and interview protocol or/and online questionnaire for the collection of best practice cases in use of AI and teaching and learning, including the schedule for discussions in focus groups and interviews with various stakeholders, prepared on the basis of preliminary conversations with each of the informants. Submit the draft timeframe and interview protocol or/and online questionnaire to UNESCO IITE for approval by June 7, 2024. If make changes in the draft version based on the feedback provided by UNESCO IITE and SOU, submit the finalized timeframe and interview protocol or/and online questionnaire to UNESCO IITE by June 12, 2024.
  3. During the contract period, participate in the online working meetings with the UNESCO IITE – SOU project team and provide consultative support as written responses to their questions through the whole contract period.
  4. Carry out the Collection of advanced examples of AI application in teaching and learning upon the list, mentioned in Paragraph 1, Timeframe, and Interview Protocol or/and online questionnaire, mentioned in Paragraph 2, by August 19, 2024, and deliver them to UNESCO IITE. The List, Timeframe and Interview Protocol or/and Questionnaire should be used in the description paragraph of the Collection as well as sections with the found key success factors and challenges, detailed each case background, implementation process details, outcome and learning situation. The Advanced examples materials should be illustrated with photos/videos (all multimedia materials must be officially authorized for educational use by UNESCO IITE).
  5. Prepare a draft Analytical report on the use of AI for teaching and learning, providing overview and comparison of the cases (minimum 30 pages, font – Calibri; font size – 12; line space – 1.5) and deliver them to UNESCO IITE by September 6, 2024. The Analytical report should be based on the best collected descriptions of advanced use of AI in teaching and learning policies and practices, with concrete Explore the prospects of AI application in the education sector, including literature reviews, the latest research, reports, and expert opinions, detailing the potential challenges and opportunities, discuss innovative applications of AI in teaching practices, analyze challenges in AI application in education, including issues of technological fairness, security, ethics, and the transformation of educators’ roles, providing guidance for educators, policymakers, and technology developers to promote educational innovation to achieve equitable, high-quality education.
  6. Based on the feedback received from UNESCO IITE and SOU, make changes in the draft materials (if required) and submit the final materials: “Collection of advanced examples on the use of AI for education and instructional design” and “Analytical report on the use of AI for educational and instructional design” to UNESCO IITE by September 20, 2024. Both “Collection of advanced examples on the use of AI for education and instructional design” and “Analytical report on the use of AI for educational and instructional design” must be prepared in full compliance with the UNESCO Style Manual for the presentation of English-language texts: http://unesdoc.unesco.org/images/0014/001418/141812e.pdf, and in a tone that is reader-friendly for its intended audience, i.e. educators and policymakers. The format of images: JPEG, PNG, SVG. Image resolution should be not less than 4000×3000 pixels. The format of videos: MPEG-4/H.264. Video recording should be carried out with a maximum level of quality, in full HD 1080p (minimum) or UHD 4K (desired).
  7. Suggest the framework for one micro-credential surrounding course “Human-computer collaborative intelligent teaching models” to be delivered to UNESCO IITE by November 14 2024. The framework should be based on the advanced approaches to the AI competencies framework developed and agreed at the international level, as well as on the “Collection of advanced examples on the use of AI for education and instructional design” and “Analytical report on the use of AI for educational and instructional design” developed earlier within this contract. In addition to it the framework for the course should include support materials: Syllabus for 12 hours divided by appropriate topics with brief description of each module of the course, Instructional Design recommendations, including intermediate and final assessment for 2 hours of 12 total, as well as References (10 pages minimum, font – Calibri; font size – 12; line space – 1.5).
  8. Prepare a summary report on the work performed (1-3 pages, font – Calibri; font size – 12; line space – 1.5) and send it to UNESCO IITE by November 14, 2024.

Submission requirement for deliverables

The language of all deliverables is English.

Qualification requirements for the potential candidate 

  • Advanced university degree (Master’s or higher degree) in educational technology, teacher education, social sciences, or related field;
  • Background in particular related to AI in pedagogical design, online shared  learning and the new ICT in education trends approaches;
  • Ability to communicate and work in English with strong management skills.
